  • of subjects in particularly vulnerable health conditions that make dental care indispensable or necessary. This includes, for example, patients awaiting transplant and post-transplantation, patients with severe immunodeficiency states, patients undergoing radiotherapy treatment for cephalic neoplasms, etc .;

  • of subjects in conditions of social and economic disadvantage usually related to low income and / or conditions of marginality and / or social exclusion that prevent access to paid dental care due to the high costs present in private facilities.


How to know if you are eligible for loanable dental care

In the current situation, it is up to the Regions and Autonomous Provinces , in consideration of the demographic and socio-economic characteristics of the population concerned and the resources to be allocated to this sector, to adopt the criteria for selecting the population groups in conditions of health and social vulnerability and for this recipients of specific dental services.

This means that there may be substantial differences in this area from one region to another.

But ultimately, those who live in conditions of economic hardship or have serious illnesses , what must they do to know whether or not they can enjoy certain dental services for which the cost is fully borne by the National Health System?

Let's say that it is sufficient to contact the competent Local Health Authority and ask to know the categories of subjects that the Region considers exempt from the payment of some services.

If for some reason it is not possible to obtain exhaustive answers from your local health authority, it is advisable to fill in and forward this to the Regional Health Department

For example, the Lombardy Region has provided for the possibility of requesting dental services payable by the NHS not only by citizens in developmental age (0-14 years) and by subjects in conditions of health vulnerability (subjects suffering from psychosis, epilepsy, with liver cirrhosis, biliary cirrhosis, subjects suffering from rare diseases, etc.) residing in the region, but also by subjects in conditions of social vulnerability .


This last category of subjects includes, for example:

  • war invalids and ex deportees from extermination camps regardless of pension or allowance ownership;

  • war invalids, regardless of pension or allowance ownership;

  • disabled for service;

  • 100% civil invalids;

  • blind and deaf and dumb;

  • victims of terrorism and organized crime;

  • damaged by compulsory vaccination, transfusions, etc .;

  • injured at work

  • minimum pension holders, over 60 years old - and their dependent family members - with family income of less than € 8,263.31 increased to € 11,362.05 in the presence of the spouse and at the rate of a further € 516 for each dependent child;

  • unemployed persons belonging to a family unit with a total income of less than € 8,263.31 increased to € 11,362.05 in the presence of the spouse and by an additional € 516.46 for each dependent child, for the duration of this condition;

  • unemployed persons enrolled in the registry lists of employment centers, only if the relative family income is equal to or less than 27,000 Euros / year, and their dependent family members, for the duration of this condition;

  • etc.

All persons recognized in conditions of social vulnerability must be guaranteed the following benefits:

  • dental visit;

  • dental extractions;

  • root canal fillings and therapies;

  • ablation of tartar;

  • application of removable prostheses (excluding the prosthetic product);

  • application of orthodontic appliances to subjects 0-14 years of age with orthodontic pathologies at greatest risk (excluding the cost of the product);

  • to specify subjects 0-14 years.
