Applying for stay-at-home parent allowance

Principle and conditions The stay-at-home parent allowance is an aid paid to any person who is married or living in a marital relationship, having the effective and permanent care of a child of Monegasque nationality, aged 12, or under 16 if he or she has a handicap preventing him from pursuing an education in an ordinary environment, and who devotes himself to the education of this child. The parent receiving this allowance may not exercise a professional activity, nor hold an apprenticeship contract and must not receive any annuity, pension or allowance resulting from a present or past activity. Children must:

  • Be of Monegasque nationality

  • Be under the age of 12 or under 16, in the event of a disability preventing them from attending normal schooling


1 Gather documents concerning the marital status of household members children

  • Children of Monegasque nationality: a certificate of nationality to be requested from the Town Hall of Monaco

  • Children of foreign nationality: a civil status card for each child

  • Adopted children: the order of the adoption judgment

  • Children attending school: a school certificate to be requested from the school

  • Students aged 18 to 21: a certificate of registration in a University or a School of Higher Studies

The father and the mother

  • Copy of an identity document

  • Monegasque parent: a certificate of nationality to be requested from the Town Hall of Monaco

  • Foreign relative: the family book

  • Divorced or separated parent: the non-conciliation order, the judgment of divorce or separation


2 Gather household income documents

  • Wages

  • A certificate from the CCSS or CAF Family Benefits Department specifying the total amount of family benefits (family allowances, exceptional back-to-school allowance, tuition bonus, end-of-year bonus, other, etc.) received during the last 12 months

  • The last family allowance payment voucher

  • The last payment voucher for family benefits paid by the CAF

Other Resources

  • A bank certificate of income from securities and movable capital for the previous calendar year

You must also declare any other household resources:

  • Real estate income

  • Retirement or disability pension securities

  • Housing allowance

  • alimony

  • Income of persons accommodated in the hostel

  • For recipients or their spouse: a certificate concerning the amount of the grant allocated for the academic year from the Department of National Education


3 Gather the documents concerning the rent and household expenses

  • Tenants

  • Owners

  • A copy of the rental lease

  • A copy of the last rent receipt

  • A copy of the residence tax notice


4 Create the file Your file must include:

  • Documents concerning the marital status of household members (see above)

  • Documents concerning household income (see above)

  • Documents concerning rent and household charges (see above)

  • An income tax notice if applicable

  • A bank account number


5 File the file Your file and the duly completed form must be submitted to the Direction de l'Action et de l'Aide Sociales. Payment of the allowance After examination of the file, the flat-rate allowance is allocated subject to means, according to three thresholds ranging between 37.5% and 95% of the base salary of the Caisse Autonome de Retraite. The payment takes place monthly.
